Creates a bar representing the fraction "n" "things" out of "goal". The label defaults are

n=419
things=new score pages
goal=1800

Normally this template would be invoked with 

{{Bar|{{NewWorkCount}}|goal=<some target goal, eg. 1800>|things=new score pages}}
or
{{Bar|{{NewScoreCount}}|goal=<some target goal, eg. 2400>|things=new editions}}
