This template is similar to {{IsNew}}: dates passed as parameter that fall inside this template's date range return the value "yes", otherwise "no". Only in this case, the value "yes" is supposed to be valid only for very recent dates. It is to be incorporated in {{ItemPost}} and {{Reply}} so that a "new" icon can be placed with recent postings and replies.
